The principal functions of the Town Manager’s Office include, but are not limited to: Advise the Town Council on municipal policy and programs affecting the community. Administer and manage all municipal government operations, including directing and coordinating policy implementation, activities, and work programs for all Town Departments, including but not limited to the following;
- shall attend meetings of the town council and recommend actions he or she considers advisable;
- shall hire town employees according to the pay schedules and standards fixed by the town council or by the statute;
- shall suspend, discharge, remove, or transfer town employees, necessary for the welfare of the town;
- may delegate any of his or her powers to an employee responsible to him or her;
- shall administer and enforce all ordinances, orders, and resolutions of the town council;
- shall see that all statutes that are required to be administered by the town council or a town officer subject to the control of the town council are faithfully administered;
- shall prepare budget estimates and submit them to the town council when required;
- shall execute contracts on behalf of the town for materials, supplies, services, or improvements, after the completion of any appropriations, notice, and competitive bidding required by statute; and
- may receive service of summons on behalf of the town (IC 36-5-5-8).
